Actually, some people feel horribly guilty when they don't fill out their timesheets.

In any event, department managers don't really care whether people feel guilty or not. They just want people to do their timesheets and to show up at meetings and be more productive in general. That means implementing tools that would help. If you can't get people to put something on their calendar or check their calendar, an automated email reminder is a pretty easy fix.

This may be part social engineering and part software but that's the case with a lot of what we do.
